WHAT IS THE 19 PUEBLOS DISTRICT?
The 19 Pueblos District is a Pueblo government that oversees the trust lands in the Albuquerque metro area held in trust for the 19 Pueblos in New Mexico.This entity was created in 2012 to provide clear separation between government and business operations and to ensure better oversight of economic activity and land development.The mission of the District staff, Commissioners and Pueblo Governors is ensuring the District provides financial benefit to all 19 Pueblos.
The District is led by the Governing Council comprised of the 19 sitting Pueblo Governors from each Pueblo. This Council creates and enforces laws for the District, including rules about business operations, land use, and taxes. These laws apply to anyone working on District lands and are separate from state or city laws, as well as individual Pueblo laws.
19 PUEBLOS DISTRICT BUSINESS REGISTRATION
One of the laws under District authority is the Business Registration Ordinance. Every business working within the District’s jurisdiction must register with the 19 Pueblos District Office every calendar year, starting January 1st.  All businesses are required to register each year and follow District laws, this includes vendors, performers, artisans and businesses operating through programs like the Indian Pueblo Cultural Center (IPCC) and the Indian Pueblo Entrepreneur Complex (IPEC).
Business registration is important because it helps protect both vendors and the community. It ensures that all businesses meet safety standards, follow the law, and are treated equally. It also allows the District to better support vendors by keeping accurate information and providing guidance when needed.
IPCC CERTIFIED VENDORS
By registering your business and staying in compliance, you are helping create a safe, organized, and successful environment for everyone working on District lands.
REGISTRATION:
IPCC-certified vendors are required to maintain a valid District business registration and follow all applicable District and federal laws while operating on District lands.
TAX EXEMPTION:
To remain a tax-exempt entity, vendors must be classified as itinerant (temporary). To be classified as itinerant vendors, one must operate on District property for 120 days or fewer each calendar year. The 120 days are non-consecutive. For reference, working every Saturday and Sunday throughout the entire year totals 104 days; therefore working on District property every weekend in a calendar year would be classified as an itinerant vendor and tax exempt.

Policy & Guidelines at a Glance (full Policy Manual is given to artist upon receipt of completed application)
- All artwork to be sold at the IPCC must be certified in accordance with established Daily Artist Program
Policies and Guidelines
o All artwork to be sold must be in accordance with the Indian Arts & Crafts Act of 1990
o All artists are required to have a copy of Certificate of Indian Blood (CIB) on file with the IPCC
- Artwork to be sold as part of the IPCC Daily Artist Program must be handmade or handcrafted with all
materials disclosed to consumer
- All artwork must show the artist trademark, stamp, hallmark, or other verification mark of the artist
- Artist must have printed business cards and issue a sales receipt for all sales completed at the IPCC
- Booth spaces located in IPCC outdoor courtyard and assigned by a daily lottery drawing.
- There are up 24 spaces available daily, each measuring approximately 7’ x 7’
- One artist per booth space, unless artwork is made by more than one artist, and artists share hallmark
- Artist must bring their own tables and chairs for their booth space.
- Artist may have one person over the age of 18 to assist in sales. All participants must check in daily.
- No Trading places without prior approval, prioritize using the lottery process to ensure fairness.
- Artists must sell their own certified work; selling uncertified artwork created by others, including friends and family, is prohibited.
